League of Women Voters of Lebanon County
ADOPTED
LOCAL PROGRAM
 | All League action is based on a foundation of thorough study and member consensus. |
 | Adopted local program items are initially selected for study by the League membership at
an annual meeting. These items are specific local concerns that can be effectively
addressed by local governments and local public officials. After an item/issue is selected
for study, a group of interested League members forms a resource committee. This committee
outlines specific plans for a study of the issue and presentation to the membership. The
committee members gather background material, develop a bibliography of pertinent material
and interview key persons in government and/or the community. Depending upon the program
item, one or more membership meeting is held to discuss and review the material that the
resource committee has gathered. Often, guest speakers are invited to talk about the
program item. |
 | After careful consideration of the information presented to the membership, the resource
committee drafts proposed consensus questions that will be most useful in helping members
reach effective agreement. These questions are designed to seek a point of view, provoke
discussion and relate to broad League objectives. After the Board has approved the
consensus questions, these questions are presented to the membership. The results of the
consensus meeting are presented to the Board for consideration and adoption. Once a
consensus on a local program item has been adopted, the League has a basis for local
action. |
 | In addition to local program items, League members study and take consensus on state and
national program items. Once a consensus has been adopted on a national or state item,
action to promote the Leagues position can be undertaken at any level of government.

 | Bicycle PathsAction to establish biking and hiking paths or lanes in
Lebanon County. Support for the inclusion of paths or lanes in planning for, revision or
modification of existing streets and roads or any proposed streets or roads. Adopted:

 | Domestic ViolenceAction to help reduce the incidence of domestic violence
in Lebanon County through active support of existing relevant programs as well as
promoting the development of additional related services. Adopted: 1980. |
 | Drinking WaterAction to protect our water resources from contamination and
to promote public education on water quality issues. Adopted: 1983. Revised: 1996. |
 | Land UseSupport for the preservation of existing green space and programs
to preserve farm lands and open space and the inclusion of such areas in any future City
and County comprehensive planning. Adopted: 1975. Revised: 1996. |
 | LibraryAction to support the Lebanon County Library System and to promote
public awareness and support for the library system. Adopted: 1989. |
 | Mental HealthAction to promote positive mental health and to eliminate the
stigma of mental illness. Work toward easier ways to access the mental health system.

 | Waste ManagementAction to promote and improve existing recycling programs
and to monitor the present landfill authority with the view of resource recovery. Adopted:
