ADOPTED LOCAL PROGRAM

bulletAll League action is based on a foundation of thorough study and member consensus.
 
bulletAdopted local program items are initially selected for study by the League membership at an annual meeting. These items are specific local concerns that can be effectively addressed by local governments and local public officials. After an item/issue is selected for study, a group of interested League members forms a resource committee. This committee outlines specific plans for a study of the issue and presentation to the membership. The committee members gather background material, develop a bibliography of pertinent material and interview key persons in government and/or the community. Depending upon the program item, one or more membership meeting is held to discuss and review the material that the resource committee has gathered. Often, guest speakers are invited to talk about the program item.
 
bulletAfter careful consideration of the information presented to the membership, the resource committee drafts proposed consensus questions that will be most useful in helping members reach effective agreement. These questions are designed to seek a point of view, provoke discussion and relate to broad League objectives. After the Board has approved the consensus questions, these questions are presented to the membership. The results of the consensus meeting are presented to the Board for consideration and adoption. Once a consensus on a local program item has been adopted, the League has a basis for local action.
 
bulletIn addition to local program items, League members study and take consensus on state and national program items. Once a consensus has been adopted on a national or state item, action to promote the League’s position can be undertaken at any level of government.

bulletBicycle Paths—Action to establish biking and hiking trails or lanes in Lebanon County. Support for the inclusion of trails or lanes in planning for revision or modification of existing and proposed streets and roads. give support to Lebanon Valley Rails-to-Trails and other green-ways such as the Swatara, Tulpehoken, Quittie and Heritage Trails.  Adopted: 1974. bulletDomestic Violence—Action to help reduce the incidence of domestic violence in Lebanon County through active support of existing relevant programs as well as promoting the development of additional related services. Adopted: 1980.
 
bulletDrinking Water—Action to protect our water resources from contamination and depletion. Action to promote public education on water quality issues and to promote source water protection of our drinking water supplies. Adopted: 1983. Revised: 2009. bulletLand Use—Support implementation of the 2007 Lebanon County Comprehensive Plan with goals to promote development techniques that will conserve natural resources; minimize fragmentation of land and cover type; and complement community character. Areas of concern include agricultural, rural and natural areas. Adopted: 1975. Revised: 2009.
 
bulletLibrary—Action to support the Lebanon County Library System and to promote public awareness and support for the library system. Adopted: 1989. Lebanon County Library System of Facebook or Libraries

 
bulletMental Health—Action to promote positive mental health and to eliminate the stigma of mental illness. Work toward easier ways to access the mental health system. Adopted: 1996.
 
bulletWaste Management—Action to support the Greater lebanon Refuse Authority;s management plan, including their recycling, resource recovery and renewable energy programs. Adopted: 1976. Revised: 1996. www.goglra.org
