QUESTION
Regarding the Volunteer Fire and Emergency Services Referendum (Vote YES or NO) Do you favor the incurring of indebtedness of up to $100,000,000 for the purpose of establishing a program that utilizes capital and other related methods to enhance and improve the delivery of volunteer fire and volunteer emergency services in this Commonwealth as hereafter authorized by statute? Volunteer Fire and Emergency Services Referendum Plain English Statement of Act 89 of 2002 The purpose of the ballot question is to determine whether Pennsylvania voters want State government to borrow $100,000,000 to establish a program that utilizes various forms of funding, including capital and other related methods, to enhance and improve the delivery of volunteer fire and volunteer emergency services in Pennsylvania. The limitation of the ballot question is that its approval by the voters does not establish a program to improve the delivery of volunteer fire and emergency services in Pennsylvania. Rather, the General Assembly must enact a law establishing a program to improve the delivery of volunteer fire and emergency services. Approval of the ballot question would authorize the General Assembly to borrow up to $100,000,000 to fund the program. The effect of the ballot question is to empower the General Assembly to increase the Commonwealth's indebtedness by up to $100,000,000 to fund the improvement of volunteer fire and volunteer emergency services in Pennsylvania.
